Why Quality of Hire Matters More Than Speed of Fill in FM Cleaning Contracts

Why Quality of Hire Matters More Than Speed of Fill in FM Cleaning Contracts

When a cleaning contract loses staff, the instinct is to fill the gap as fast as possible. A vacant shift means uncovered sites, complaints from clients, and pressure from contract managers asking "who's covering it tomorrow?" Speed feels like the safest answer.

But in our experience working across both permanent and temporary recruitment for facilities management, from cleaning operatives through to senior contract and c-suite roles, speed-first hiring is one of the most expensive habits an FM business can have - it just doesn't show up on the invoice straight away.

The hidden cost of a fast but wrong hire

A cleaning contract isn't just a body on a rota. It's someone who needs to understand site-specific protocols, work unsupervised in sensitive environments (hospitals, schools, secure offices), represent your brand to the end client, and be reliable enough that the contract manager doesn't have to think about them.

When you prioritise speed over fit, you tend to get:

  • Higher turnover, because the person was never matched to the shift pattern, site culture, or travel distance in the first place. Re-fills then become re-re-fills, and the contract ends up in a worse position than before.

  • Client dissatisfaction, because a rushed placement often means a skills or attitude mismatch that surfaces within days - missed standards, complaints, or a lack of the soft skills needed for client-facing cleaning roles in occupied buildings.

  • Compliance risk, because corners cut on referencing, right-to-work checks, or DBS requirements under time pressure can expose the contract to far bigger problems than a temporary staffing gap.

  • Management burden, because every poor hire becomes another performance conversation, another retraining session, and another data point that erodes trust between the FM provider and the client.

None of this shows up in the time-to-fill metric. But it all shows up in contract retention, client satisfaction scores, and the long-term cost of running the account.

Quality of hire is a measurable input, not a soft concept

"Quality" can sound vague, but in FM recruitment it's actually quite concrete. It means matching candidates against the realities of the specific site and shift, not just a generic job description. It means proper vetting and referencing completed properly, not abbreviated. It means assessing reliability and cultural fit, particularly for client-facing or lone-working roles where there's little day-to-day supervision. And for management and senior roles, it means evaluating leadership style and contract management experience against what that specific account actually needs.

This is true whether we're filling a single cleaning operative shift or a regional contract manager role - the principles don't change, only the depth of the process.

Why this matters even more in cleaning contracts specifically

Cleaning is often treated as the most commoditised, fastest-turnaround category in FM recruitment. Ironically, that's exactly why quality matters most here. Cleaning operatives frequently work alone or in small teams, with minimal supervision, often outside normal office hours. They're trusted with access to client premises, sometimes including sensitive or secure areas. They are the most visible representation of the FM provider to the end client, because they're often the only contractor staff the client's own employees interact with daily.

A poorly matched cleaning hire isn't a minor inconvenience - it's a direct risk to the client relationship and the contract's renewal prospects.

What good looks like

The goal isn't to be slow. It's to be fast at the right things and rigorous about the things that matter. That means having a pre-vetted, engaged talent pool for high-turnover categories like cleaning, so "quality" doesn't have to mean "starting from scratch" every time. It means a consistent screening and matching process applied at every level, from operative to executive, so quality isn't something that only happens for senior hires. It means being transparent with clients about realistic timelines that protect the contract, rather than over-promising speed and under-delivering on fit. And it means treating every placement - temp or perm, cleaner or c-suite - as a representation of the client's brand, not just a box to fill on a rota.

This is the thinking behind how we approach every FM placement we make, across the full breadth of roles we recruit for. A proper process, applied consistently, isn't slower in any way that matters - it's just slower than guessing.
